Bonn – November 05, 2026 -- CDU/CSU health policy spokesperson Simone Borchardt says the planned Pflegeneuordnungsgesetz (Care Reorganization Act) should channel existing funds more precisely rather than add spending, and she has not ruled out benefit cuts in individual cases.
Borchardt rules out more money for care structures that are up to 50 years old
In an interview with broadcaster phoenix, Borchardt, who speaks on health policy for the CDU/CSU parliamentary group in the Bundestag, said the state cannot keep pouring more money into the care system. In some areas, she said, the system is 40 or 50 years old. She called for modern, effective structures and for money to be invested in a more targeted way.
Benefit cuts possible in individual cases, but not the focus
Borchardt said individual cases could see reduced benefits under the reform. She stressed that cuts should not be the focus of the legislation.
Bridging and social-space budgets to be renegotiated in parliament
Borchardt said the bridging budget (Überbrückungsbudget) and the social-space budget (Sozialraumbudget) must be renegotiated during the parliamentary process. The aim is to secure support for people in need of care who are looked after at home.
The source gives no figures on the budgets' size, the timetable for the bill or the scale of potential benefit changes.
