EU – October 27, 2026 -- The Joint Committee of the European Supervisory Authorities (EBA, EIOPA and ESMA) has published its Annual Work Programme for 2027. It lists digital operational resilience, technological innovation, sustainable finance, securitisation and cross-sectoral risk monitoring as the five key priorities for the EU financial sector.
ESAs continue DORA oversight of critical ICT third-party providers
Under the Digital Operational Resilience Act (DORA), the three authorities will continue oversight of critical ICT third-party service providers. They will also work to strengthen the financial sector's preparedness against cyber threats. Financial institutions that depend on external technology vendors remain within the supervisory scope.
Joint Committee to assess AI and other digital innovations
The Joint Committee will examine the implications of technological developments, including the growing use of artificial intelligence. The programme names no specific rules or deadlines for this work.
Retail consumer protection stays a central 2027 priority
The ESAs will continue joint work on issues affecting retail consumers. The stated aims are to help consumers make informed financial decisions and to promote confidence in EU financial markets.
Sustainable finance work targets consistent application across sectors
The Joint Committee will continue to support consistent application of the EU's sustainability framework across banking, insurance and securities markets.
Programme backs Commission's Savings and Investment Union and simplification agenda
The programme supports the European Commission's objectives of building an efficient Savings and Investment Union and advancing a simplification agenda. That agenda aims at more effective regulation and supervision while reducing unnecessary regulatory burdens.
