Euro Tech Enters Norway With 50/50 Ballast Water JV

Hong Kong – – October 12, 2026 -- Euro Tech Holdings Company Limited (Nasdaq: CLWT) has entered Norway through a 50/50 joint venture with Sea Clean AS, giving the Hong Kong-based company a Scandinavian base for its PortoBallast ballast water treatment system.

The venture, named CleanPACT Environmental and Marine Engineering AS, was signed between Sea Clean and Euro Tech's wholly owned subsidiary, Euro Tech Global Pte Ltd.

CleanPACT will operate as a customer experience center for port ballast water treatment

The center will offer hands-on demonstrations, expert servicing, realistic simulations and tailored training. It is built around PortoBallast, a next-generation mobile hybrid system. The system is designed to treat ballast water from UV and electrolysis-type treatment systems aboard vessels that fail to meet discharge compliance requirements.

Euro Tech contributes its technology, expertise and capabilities. Sea Clean adds local knowledge, port experience and market reach.

Sea Clean is commissioning the PortoBallast unit at its Torvastad port site

The system has recently arrived at Sea Clean's site in Torvastad, Norway, where Sea Clean is setting it up and commissioning it.

Sea Clean is a Norwegian provider of ballast water treatment solutions and an authorized agent for an electrolysis-type ballast water treatment system. It has served more than 2,300 vessels to date.

JV will market PortoBallast across Scandinavia as a stepping stone to Europe

The new venture will promote PortoBallast throughout Scandinavia as an entry point to the wider European market. Euro Tech believes the positioning will give it a new sales platform for global promotion.
