Ferrovial Consortium Wins $8.9B I-285 East Express Lanes Deal

Amsterdam – October 15, 2026 -- A Ferrovial-led consortium, Top End Mobility Group, has been selected to deliver the I-285 East Express Lanes project in Greater Atlanta, Georgia, with an expected construction value of $8.9 billion.

The public-private partnership is led by the Georgia Department of Transportation (GDOT) and the State Road and Tollway Authority.

GDOT hands Phase 1 to a consortium including Tikehau Star Infra

GDOT selected the consortium, which includes Tikehau Star Infra, to finance, design, build, operate and maintain Phase 1 under a long-term agreement. Phase 1 covers approximately 21 miles of new express lanes. It also includes key connections among I-285, I-85 and SR 400.

Separate agreement gives Top End exclusive rights to remaining phases

Under a separate comprehensive development agreement, GDOT will work exclusively with Top End Mobility Group to advance delivery of the remaining phases. Once all phases are complete, the project would provide approximately 37.5 miles of new express lanes in each direction. The lanes would connect business, employment and residential centers across Fulton and DeKalb counties.

First Georgia managed lanes project for Ferrovial

The award is Ferrovial's first managed lanes project in Georgia, where the company has been present for over a decade. Ferrovial has also delivered and operated express lanes in Dallas-Fort Worth, Charlotte and Washington, D.C.

Ferrovial CEO Ignacio Madridejos said the project, together with the company's construction work in the region, shows its ability to deliver complex, large-scale infrastructure.

The project is intended to provide more reliable trip times and to connect with Georgia's growing regional express-lane network.
