Food packaging is projected to be the leading end-use segment, with foodservice packaging — spanning plates, bowls, trays and containers for takeaway and delivery — ranking second. Europe held the second-largest regional share in 2025, propelled by plastic-reduction regulations forcing businesses to convert from plastic to fiber across food, foodservice and consumer applications.

Investment activity accelerates as deal volume and funding surge

Investment deals in the sector rose from three in 2021 to five in 2025, while total funding climbed from $12.9 million in 2023 to $38.8 million in 2025, reflecting growing investor confidence in fiber-based packaging as a plastic and foam substitute.

Novolex-Pactiv Evergreen tie-up and Hartmann's Romania deal reshape the field

Consolidation is reshaping the competitive landscape. Novolex combined with Pactiv Evergreen to build a broader packaging platform, while Hartmann Packaging A/S agreed to acquire SC Dentas Romania SRL to strengthen fiber packaging capacity and expand its European footprint. Huhtamaki Oyj, Hartmann Packaging A/S, CKF Inc., Novolex and Sabert Corporation are identified as market leaders, while Rypax, Green Valley Packaging, Bonitopak and Maspack Limited are gaining traction as specialized challengers.
