Oculeus Deploys AI Anti-Fraud System at Palau's PNCC

Frankfurt – October 27, 2026 -- Oculeus has deployed its Oculeus Anti-Fraud System (AFS) at Palau National Communications Corporation (PNCC), adding a dedicated AI-driven protection layer to the voice network of the Republic of Palau's national telecoms provider.

Oculeus AFS screens voice traffic for fraud in near-real-time

The system uses artificial intelligence, machine learning and anomaly detection to analyze large volumes of telecommunications activity. It identifies and blocks fraudulent or abusive traffic before subscribers and operations are affected. PNCC runs the platform to maximize its automation features.

PNCC targets global scams and unauthorized international routing

PNCC provides mobile, fixed, broadband and international connectivity nationwide to residential and business customers. It operates Palau's domestic fiber-optic backbone and is modernizing the country's mobile infrastructure. Like other Pacific Island nations, it faces specific network challenges, including global scam activity and unauthorized international routing schemes aimed at local consumers.

PNCC cites pricing, automation and existing staff as selection factors

PNCC CEO Simon Fraser said the operator chose Oculeus for a combination of current technology and a competitive, accessible pricing model, backed by an existing worldwide customer base. He added that the automation lets PNCC strengthen operational resilience by upskilling its existing team, and called network integrity its "top priority" during modernization.

Oculeus CEO Arnd Baranowski said the deal expands the company's presence in the South Pacific. He described it as an example of small telcos using advanced technology against complex fraud threats.
