Ovation Healthcare Issues Playbook on $50B Rural Health Fund

BRENTWOOD, Tenn. – October 29, 2026 -- Ovation Healthcare has released a playbook to help rural hospitals convert the $50 billion Rural Health Transformation Program (RHTP) into lasting operational gains, as states move through application, review, award and implementation.

CMS awards the full $50 billion to all 50 states

The Centers for Medicare & Medicaid Services awarded the full $50 billion authorized for the program to all 50 states. The money is distributed at $10 billion per year from fiscal year 2026 through fiscal year 2030.

Ovation Healthcare frames the funding as a chance for rural hospitals to strengthen financial performance, expand access to care and build the capabilities to serve their communities.

Playbook sets out five strategies for the five-year funding window

The playbook, titled From Opportunity to Impact: Five Strategies for Turning RHTP Funding into Sustainable Rural Transformation, lists five steps:

  • Understand state priorities and funding opportunities.
  • Demonstrate readiness to execute.
  • Build collaborative partnerships.
  • Use early funding to prepare for implementation.
  • Coordinate funding and plan for sustainability.
Ovation ties results to alignment, capacity and post-2030 planning

Ovation says lasting impact depends on three factors: how hospitals align investments with strategic priorities, how they build implementation capacity, and how they plan for sustainability once the five-year funding period ends. States are at different stages of the process, so hospitals must learn their own state's priorities and be ready to act as opportunities open.

Jessie Neitzer, Executive Strategic Advisor at Ovation Healthcare, said success will depend on thoughtful planning, strong partnerships and turning available resources into measurable outcomes that support long-term sustainability.
