Nyköping – October 16, 2026 -- Studsvik has signed a frame agreement with Norwegian Nuclear Decommissioning (NND) running until 2055, with an estimated total value for Studsvik of SEK 3-4 billion and a contractual minimum of about SEK 875 million. The contract covers transport, treatment and interim storage of spent fuel from Norway's former research reactors at Halden and Kjeller.
Studsvik will move 16.5 tonnes of Norwegian fuel to Sweden
Norway holds about 16.5 tonnes of spent fuel from six decades of research reactor operation. Much of it cannot be stored long term or disposed of in its current form. The inventory includes metallic uranium fuel, aluminium-clad fuel and experimental fuels.
Studsvik will transport the fuel to its licensed facilities outside Nyköping, inspect it and, where required, treat it, including oxidation of metallic uranium fuel. The treated fuel will stay at Studsvik until it is returned to Norway for final disposal.
A pre-study will set the project plan and budget before work orders flow
The agreement starts with a pre-study that begins immediately. It will define how the fuel is collected, transported, handled in Sweden and returned. The parties will then finalise the project plan and draft budget, and NND will place work orders for each stage. Each stage is subject to regulatory approvals and permits in both countries. Most of the work will take place over the coming two decades.
Karl Thedéen, CEO of Studsvik, and Pål Mikkelsen, Director General of NND, signed the agreement in Halden on 16 October 2026.
NND's SEK 875 million minimum assumes all fuel reaches Sweden by 2035
NND estimates its minimum commitment at about SEK 875 million on the assumption that all fuel has been transported to Sweden by 2035. The final value depends on the scope and budget set in the pre-study and on the work orders NND places.
NND can terminate the agreement after the pre-study with 12 months' notice. The fixed fee and minimum volume continue to apply during that period. It may otherwise terminate after five years with 18 months' notice. In either case, the minimum commitment would not be fully realised.
The agreement includes a fixed annual fee covering project management, regulatory work, security and reservation of storage capacity at Studsvik.
Studsvik expects no material impact on 2026 and 2027 results
Studsvik does not expect a material effect on its 2026 and 2027 results. It will provide further information once the project plan and budget are final and the necessary permits are in hand.
The deal builds on more than ten years of cooperation with the Norwegian nuclear sector. That includes a 2021 contract with the Institute for Energy Technology (IFE) to treat metallic uranium fuel from the JEEP I reactor at Kjeller.
Thedéen said the agreement is potentially one of the most significant in Studsvik's history and strengthens the long-term foundation of its Fuel, Materials and Waste Technology business area. Mikkelsen said NND assessed the route as the safest option and sound both environmentally and economically.
