Windward Links 45 Shadow Fleet Tankers to One Hong Kong Nominee

Hong Kong – October 29, 2026 -- Windward has tied 45 Russia-trading shadow fleet tankers, held through 45 single-ship Hong Kong companies, to one untraceable nominee director, and 42 of the vessels are sanctioned.

Per Windward's visual link analysis, all but three of the tankers share 19 ISM managers with addresses in one industrial cluster in Sumqayit, Azerbaijan. The three exceptions are the unsanctioned vessels, which use ISM managers in the UAE.

Aging fleet runs under two flags

The group comprises six Suezmaxes, 33 Aframaxes and six medium-range product tankers, with an average age of 22 years. Thirty-four fly the Sierra Leone flag and nine fly the Equatorial Guinea flag.

Cluster surfaced only as vessels moved to Hong Kong between January and August 2026

The tankers had changed names, flags and companies as many as eight times since 2023. They were previously held by special purpose vehicles in the Seychelles or the Marshall Islands, and the links became visible only after the move to Hong Kong ownership. The nominee director behind all 45 cannot be traced, a tactic Windward describes as common among shadow fleet operators.

Ownership shifts toward China and Hong Kong

Windward says 12% of Russia-trading tankers have registered ownership in China and 10% in Hong Kong. That makes them the largest and third-largest countries of incorporation. The Marshall Islands ranks second and Russia fourth.

Twenty virtual offices host the Hong Kong owners

Registered ownership addresses trace to 20 Hong Kong locations, and 13 of them host between two and five vessels. All are virtual offices run by corporate service providers. Two tankers list the ninth floor of the McDonald's building as their address. Kowloon accounts for addresses of 19 of the 45 owners, and one room in an Admiralty building covers five tankers.

Forty tankers' managers list flats in one Sumqayit industrial area

Addresses were provided for 19 ISM managers covering 42 tankers. Forty of those tankers trace to companies listing flats in an industrial area of Sumqayit, a former Soviet industrial city on the Caspian coast about 30 kilometers north of Baku. Two tankers are managed from Baku and three from Sharjah. Azerbaijan has been frequently linked to Russia-trading oil and freight companies, including sanctioned oil traders.

Generated naming pattern marks the new Hong Kong companies

The Hong Kong company names appear computer-generated, combining an invented word that follows English phonetic patterns, a maritime term and a company suffix. The earlier Seychelles owners used English two-word phrases pairing a nature word with a maritime term.

Four tankers named a Geneva-based shipping company as their former commercial controller. The UK sanctioned that company in May 2025, and it was the shipping arm of a Russian oil producer.
