EMEA – September 12, 2026 -- Applications per hire in EMEA have doubled over the past five years, yet recruiters in the region have kept Time to Hire steady at 37-43 days since 2021, according to Ashby's EMEA Recruiter Productivity report.
Technical hiring shows the widest regional application gap
Business roles in EMEA draw a volume of applications comparable to the Americas, at 170 per hire versus 229 in AMER. Technical roles diverge sharply, with AMER positions receiving 610 applications per hire against just 254 in EMEA. The sharpest rise in application volume occurred between 2022 and 2023.
Amanda Johnson, Head of Global Talent Acquisition at DeepL, said inbound volume has doubled since she joined the AI company in 2024. She attributed part of the surge to candidates shifting from traditional SaaS firms toward AI companies, while noting rising competition from new AI entrants in London.
Recruiters now handle up to 4.8 hires per quarter
Hires per recruiter in EMEA have climbed to an all-time high, ranging between roughly 3.8 and 4.8 per quarter over the past three years. Candidates interviewed per hire reached double digits by the end of 2024.
Célia Sauthier, Director of Talent Acquisition at Moss, said her team's interview volume rose approximately 30% without a matching increase in hires, with only 5-7% of applicants progressing past the initial screen. The team has responded by tightening auto-rejection criteria.
Candidate experience has barely shifted despite the added load
EMEA candidates hired between 2021 and the present have spent between 2.4 and 2.9 hours interviewing before receiving an offer each year, with only a slight uptick in interview events per hire. EMEA candidates have consistently had better odds of securing an interview than Americas counterparts, though that gap closes by the offer stage, where conversion rates in both regions have converged.
Agency reliance has fallen by roughly half since 2021
Inbound applications now account for 54.3% of all hires in EMEA, while dependence on recruiting agencies has dropped by about 50% over the same period. Sam Wright, Technical Recruiter at Ashby, said hiring speed metrics alone understate the European picture, since longer statutory notice periods extend the gap between an accepted offer and a candidate's start date.
Wright said the data reflects a region where recruiting teams have absorbed significantly more work across the funnel without passing that burden on to candidates or slowing time to fill roles.
