TransCore Wins $146M RiverLink Back-Office Tolling Contract

Nashville – October 27, 2026 -- TransCore has won a nearly six-year, $146 million contract to run back-office and customer service operations for the RiverLink tolling system on the Louisville–Southern Indiana Ohio River Bridges Project. The Louisville-Southern Indiana Ohio River Bridges (LSIORB) Joint Board, representing Kentucky and Indiana, selected the company as its new toll service provider.

TransCore will deploy its cloud-based Integrity Back Office System

The Integrity® Back Office System is built for high-volume transaction processing, AI-enabled workflows and flexible customer service operations. TransCore will handle account management, invoicing, image review and customer service.

Customer support will include walk-up service centers in both states and a locally based call center. The states aim for a more consistent and reliable customer experience across the Ohio River Bridges corridor.

Incumbent roadside provider will unify roadside and back-office operations

TransCore already supplies roadside toll technology for RiverLink and will now combine roadside and back-office systems and operations. Matt Fulkerson, Tolling Operations Director for the Indiana Department of Transportation, said, "This is a move that makes sense," and noted that TransCore has delivered consistently since joining the project in 2023.

Toll revenue for bridge financing depends on a smooth handover

Approximately 100,000 drivers use the tolled bridges daily. Toll revenue supports the long-term financing and maintenance of the project, so the transition carries direct financial weight for both states.

Amanda Spencer, Assistant State Highway Engineer with the Kentucky Transportation Cabinet, said the states identified the next provider early to ensure a smooth transition. She said Kentucky will work closely with TransCore so customers see real improvements.

TransCore President and CEO Whitt Hall said the company will focus on reliable, customer-focused service through a transparent and collaborative transition.
