United States – September 17, 2026 -- Nearly 27% of taxi and rideshare vehicles across 16 major U.S. cities are operating with at least one open, unfixed safety recall, according to a CARFAX analysis of almost 438,000 vehicle identification numbers (VINs).
National average masks sharp city-by-city gaps
While the study found a roughly 20% national average of unrepaired recalls among the fleet vehicles reviewed, performance varied widely by market. Los Angeles recorded an 11% open-recall rate and Boston posted just 9%, both well below the broader industry figure of 27% identified across the full 16-city sample.
CARFAX sourced VINs directly from city and state records
CARFAX obtained the VIN data through public records requests and open-data portals maintained by state and city transportation officials. Each VIN was then cross-checked for open recalls using the Vehicle Research Search Service, a joint venture between CARFAX and the Alliance for Automotive Innovation.
Trade group cites operational barriers to timely repairs
Elena Sierra, Executive Director of the Transportation Alliance, a trade group representing taxi fleets, said certain operating conditions can prevent drivers from completing recall repairs promptly. Sierra noted that recall severity varies significantly, ranging from software updates and labeling corrections to more serious mechanical defects requiring immediate attention.

CARFAX is directing consumers and fleet operators to a free recall-check tool at carfax.com/recall, which provides instant recall status and connects users to dealers for no-cost repairs. The company also offers its CARFAX Car Care app, which sends reminders for routine maintenance and newly issued safety recalls.
