Boston – September 19, 2026 -- ActBlue said an independent forensic review of its 2023 contribution data found that 99.99% of nearly $990 million in political donations came from donors who provided a U.S. address or a valid U.S. passport number, directly rebutting Congressional Republican claims that the platform facilitated illegal foreign contributions.

Forensic audit shows foreign-address donations were rare and screened

Only 0.13% of all 2023 contribution dollars came from Americans living abroad, with 99.87% originating from donors listing domestic addresses, according to the review. ActBlue said its compliance policy required any donor entering a foreign address to supply a U.S. passport number before a contribution could be submitted, regardless of payment method.

Q4 2023 data flags just 36 donors out of 1.9 million addresses

In the fourth quarter of 2023, ActBlue's compliance team identified only 36 donors, out of 1.9 million unique addresses, who selected "United States" but entered an apparent foreign address; those donors collectively gave $3,136. The company said records confirm its policy was to contact such donors and request a passport number.

Passport collection rates were higher for mobile payment methods

ActBlue disputed Republican allegations specifically tied to Apple Pay, Google Pay and PayPal transactions, stating that passport number collection rates for those payment methods exceeded rates for credit card donations.

ActBlue briefed three House committees on findings last week

Representatives presented a formal letter and white paper detailing the forensic findings to the House Judiciary, Oversight, and Administration Committees. The review was launched after Congressional Republicans, citing a media report in April, accused ActBlue of misleading lawmakers about its donor verification process.
