Lakewood, Calif. – September 28, 2026 -- The City Councils of Artesia, Burbank and Lakewood have voted to approve Property Assessed Clean Energy (PACE) home improvement financing through Home Run Financing (HRF), bringing the total number of participating California jurisdictions to more than 360.
Three Los Angeles County cities join 39 others already offering HRF's PACE program
Artesia, Burbank and Lakewood follow Hawthorne, Calabasas and Lawndale, which approved the program last fall, expanding PACE access across Los Angeles County. Los Angeles was an early adopter of the financing model.

Burbank Mayor Tamala Takahashi said the program gives residents more options to invest in home upgrades while advancing local sustainability goals. Artesia Mayor Rene Trevino said PACE helps fund energy-efficient upgrades that build resilience against extreme heat, drought and rising costs.

The financing structure is designed for projects such as solar panel installation, window and door upgrades, and roof replacements. PACE operates under oversight from the California Department of Financial Protection & Innovation and includes consumer protections such as contractor payment only upon project completion and homeowner satisfaction confirmation, ability-to-pay reviews, and third-party inspections.
HRF has financed $694 million across nearly 22,100 projects over ten years
The company, formerly known as PACE Funding Group, reports its financed projects have generated 297,700 metric tons of lifetime greenhouse gas reductions -- equivalent to removing 69,440 cars from the road for a year -- and saved 355 million gallons of water, comparable to filling more than 119,700 backyard pools. HRF's network includes more than 2,000 contractors and has supported more than 6,200 jobs across California.
Spanish-language support targets sizable Hispanic/Latino populations in newly approved cities
Approximately 30 percent of Artesia residents, 25 percent of Burbank residents and 40 percent of Lakewood residents identify as Hispanic/Latino, according to the company. HRF offers all program materials, contracts and customer service in Spanish, supported by bilingual staff working directly with contractors.
