BuildFreedom.US Expands to Ohio, Illinois, Wisconsin; Awards $10M Grant

Dallas – September 24, 2026 -- BuildFreedom.US, a federal workforce campaign funded by the Industrial Base Analysis and Sustainment (IBAS) Program under the Office of the Assistant Secretary for Industrial Base Policy, is expanding into Ohio, Illinois, and Wisconsin, the next phase of a national push to fill skilled-trades gaps in America's defense manufacturing base.

Program awards mikeroweWORKS Foundation a $10 million grant

BuildFreedom.US has granted $10 million to the mikeroweWORKS Foundation to support its Work Ethic Scholarship Program, deepening a partnership with Mike Rowe, founder of the foundation and creator of Dirty Jobs. Rowe will continue backing the campaign through its next expansion phase.

Three states targeted for distinct defense-industrial workforce needs

Ohio's aerospace and defense manufacturing sector is driving demand for advanced manufacturing, engineering, and production workers. Illinois's manufacturing base supports the national defense supply chain, creating openings in precision production and technology roles. Wisconsin's defense industrial base spans military shipbuilding, vehicles, engines, and welding, with an aging workforce and labor shortage cited as urgent concerns.

Dr. Kristin Schaaf frames expansion as national security priority

"Ohio, Illinois, and Wisconsin represent a natural next phase in BuildFreedom.US's national expansion. These states are home to industries critical to America's defense industrial base and our national security," said Dr. Kristin Schaaf, Director of the Investment Programs, which includes the IBAS Program.

BuildFreedom.US connects workers with scholarships, apprenticeships, training programs, and job openings in skilled trades. The campaign launched earlier in 2026 and plans further state-by-state expansion. Dallas-based agency TRG is managing brand development, creative, and media strategy for the initiative.
