Hong Kong Launches Green Accelerator to Close EMDE Bankability Gap

Hong Kong – September 09, 2026 -- A coalition of seven institutions including HSBC, the Asian Infrastructure Investment Bank (AIIB) and Temasek-backed GenZero has launched the Green Accelerator (GA), a non-profit platform designed to convert green technology projects in emerging markets into investment-ready assets for multilateral development banks, sovereign wealth funds and commercial lenders.

Platform targets the 'bankability gap' blocking climate finance in developing economies

The GA debuted at the 2026 Hong Kong Green Finance Association Annual Forum, positioning itself to use philanthropic capital for project design, technical assistance and capacity building. Only a small fraction of green projects in emerging markets and developing economies (EMDEs) currently reach financial close, according to the platform's founding statement, a bottleneck the GA aims to address across four sectors: energy transition, sustainable food systems, circular economy, and water and climate resilience.

Seven founding institutions commit capital and technical backing

Founding members include AIIB, the Cambridge Institute of Sustainability Leadership, Hong Kong's Environmental Protection Department, GenZero, the Institute of Finance and Sustainability (IFS), the Silk Road Fund and HSBC. A Steering Committee drawn from all founding members will set the initiative's strategic direction.

Hong Kong government backs initiative in 2026-27 budget

The Hong Kong SAR Government confirmed its support for the GA in its 2026-27 Budget. Financial Secretary Paul Chan said the platform will channel private capital toward climate solutions in developing countries while creating opportunities for Hong Kong's financial and professional services sector.

Chairman says GA will build new investable green markets in the Global South

Dr. Ma Jun, Chairman of the GA's Preparatory Committee and President of the IFS, said the platform will provide incubation, acceleration and empowerment services to green technology projects across developing economies. He said the goal is to systematically create investable green markets in selected Global South countries by integrating affordable technologies and building supporting industry ecosystems.
