Atlanta – October 13, 2026 -- RangeWater Real Estate and Nippon Steel Kowa Real Estate Co. (NSKRE) have broken ground on Ellory House, a 274-apartment community with 39,000 square feet of integrated retail, at the center of the 73-acre Lulah Hills redevelopment in the Atlanta area.
Ellory House anchors EDENS' redevelopment of the former North DeKalb Mall
Lulah Hills is EDENS' mixed-use project on the site of the former North DeKalb Mall. Ellory House is co-sponsored by EDENS and will sit directly on Lulah Avenue, the development's main street, across from Lemon Park, its largest green space.
The building adds a residential offering to a broader plan that includes 320,000 square feet of grocery-anchored, high-end retail, along with for-sale and rental housing oriented around a walkable Main Street.
Deal marks RangeWater's first with NSKRE and its 31st in Atlanta
The project is RangeWater's first development deal with NSKRE and its 31st in the Atlanta market. Brian Oates, Executive Managing Director of Development at RangeWater, said Ellory House and Lulah Hills will set the standard for walkable, high-quality infill development in the market.
Herbert Ames, Managing Director at EDENS and Southeast regional lead, described the partnership with RangeWater and NSKRE as an important milestone that brings EDENS closer to its vision for a connected mixed-use community.
Retail mix includes Publix and national brands
EDENS is constructing the retail component, which will include a curated mix of local and regional restaurants and businesses, a Publix, and national retail brands.
Site sits in Atlanta's "Eds & Meds" corridor
Lulah Hills is located in Atlanta's established "Eds & Meds" corridor. Anchor institutions include Emory University, Emory University Hospital, Children's Healthcare of Atlanta, Emory Decatur Hospital, the Centers for Disease Control and Prevention, and the Veterans Affairs Hospital. The developers say the project addresses growing demand for the convenience and connectivity of an urban lifestyle within an established suburban market.
