Singapore – September 13, 2026 -- TÜV SÜD has opened its new Global Decarbonisation Centre of Excellence (CoE) in Singapore, backed by an investment exceeding $24 million with support from the Singapore Economic Development Board (EDB).

Investment builds on SustainCERT acquisition to scale digital carbon verification

The Munich-based testing and certification group launched the CoE following its recent acquisition of Luxembourg-based SustainCERT, an accredited validation and verification body specializing in digital measurement, reporting and verification (dMRV). The combined capabilities target carbon data integrity, carbon markets and independent assessment services as governments prepare to implement Article 6 of the Paris Agreement.

Centre targets five strategic areas including Article 6 compliance and supply chain integrity

The CoE will focus on Article 6 implementation and international carbon market regulation, carbon markets and climate assurance via dMRV, energy transition and alternative fuels, supply chain integrity and industrial decarbonization, and capacity-building for governments and industry.

"Progress hinges on verifiable trust -- a standard TÜV SÜD has upheld for more than 160 years," said Patrick Vollmer, CEO and Chairman of the Supervisory Board of TÜV SÜD AG, noting the company is building on its strengths to accelerate decarbonization from Singapore across Asia and globally.

Singapore hosts 160 carbon services firms positioned to tap new centre's expertise

Approximately 160 carbon services and emissions trading companies currently based in Singapore can access the CoE's expertise. Png Cheong Boon, Chairman of the EDB, called the launch "a strong vote of confidence in Singapore as a stable and trustworthy location" for firms seeking regional growth, positioning the city-state as a hub for carbon services underpinned by rigorous standards and transparent data.

Centre to address $2.1 trillion Blue Economy funding gap by 2030

The CoE will support development of new methodologies for nature-based solutions and Blue Economy projects, aiming to help close an estimated $2.1 trillion regional funding gap projected by 2030, according to OECD data cited by the company. By 2030, the centre aims to unite project developers, dMRV providers, independent verification bodies and carbon registries from across ASEAN on a single digital platform.

Dr. Céline Bilolo, Chief Sustainability Officer of TÜV SÜD AG, said the centre combines carbon market expertise, digital innovation and independent assessment to accelerate credible decarbonization for businesses, communities and countries worldwide.
