Miami – September 07, 2026 -- Col. Reginald M. Harris, U.S. Army (Retired), the former Chief of Staff of U.S. Army Cyber Command, has joined Qtonic Quantum Corp to lead federal and defense government affairs as Washington imposes hard deadlines on post-quantum cryptography adoption.
Pentagon deadline forces cryptographic inventory before 2030
The Department of War's Post-Quantum Cryptography Strategy, released in June 2026, requires high-impact and national security systems to support quantum-resistant algorithms by December 31, 2030, with force-wide use mandated by December 31, 2031. Non-compliant systems face phase-out. Executive Order 14412, signed June 22, 2026, directs CISA and NIST to publish minimum elements for a cryptographic bill of materials and instructs the FAR Council to draft a rule binding covered contractors to post-quantum standards.
Harris brings 33 years spanning battalion command to Pentagon staff role
Harris enlisted in the Army Reserve in 1992 and was commissioned in 1996 through Elizabeth City State University. He commanded the 1st Cyber Protection Battalion (Provisional), served as Deputy Chief of the Enterprise Integration Division at HQDA CIO/G-6 in the Pentagon, held J6 roles at U.S. Central Command, and became Chief of Staff of U.S. Army Cyber Command in July 2022 before retiring in September 2025. His decorations include the Defense Superior Service Medal and Bronze Star Medal.
Harris will represent Qtonic Quantum before the Department of War, the Intelligence Community, the Department of Homeland Security, and the defense industrial base and systems integrators that supply them.
Founding chair says program offices cannot fix what they have not measured
Lt. Gen. Roger L. Cloutier Jr., U.S. Army (Retired), Founding Chair of the Qtonic Quantum Allied Defense Council and former Commander of NATO Allied Land Command, said Harris understands what these organizations actually own, how they buy, and the gap between a policy deadline and a fielded capability.
Harris said the hardest part of three decades managing networks was never the fix but knowing what existed, calling cryptographic inventory at mission scale the same problem with a deadline already fixed on the calendar.
QHunt extends cryptographic discovery into operational technology
Harris joins a federal effort that includes QHunt, launched in August 2026 at AFCEA TechNet Augusta, which extends Qtonic Quantum's cryptographic discovery work into operational technology and mission environments under a published non-destructive engagement policy. The tool produces a cryptographic bill of materials in CycloneDX 1.7, signed under FIPS 204.
