Hollywood, Fla. – September 25, 2026 -- The South Broward Hospital District Board of Commissioners has unanimously voted to maintain its millage rate at 0.0805, the lowest level in the district's recorded history, even as Memorial Healthcare System expands facilities and services across South Florida.

Board keeps tax rate unchanged after 15 years of cuts

The 0.0805 rate was first set in 2025 following 15 consecutive years of millage rate reductions. The decision to hold the rate steady comes despite rising healthcare costs and broader industry cost pressures facing hospital systems.

"Maintaining the lowest tax rate in the district's history reflects our commitment to being responsible with taxpayer dollars," said Elizabeth Justen, chair of the South Broward Hospital District Board of Commissioners.

Rate is projected to generate $8.3 million in gross tax revenue

The approved 0.0805 millage rate is expected to generate approximately $8.3 million in gross tax revenues for the district. After accounting for early payment discounts and estimated uncollectible taxes, net proceeds will be directed exclusively toward statutory governmental obligations rather than hospital operations.

Those obligations include Broward County's Medicaid Match Program, contributions to community redevelopment agencies (CRAs), and property appraiser fees. As in prior years, these obligations produce a net expense for the district rather than a revenue source.

No tax dollars fund uncompensated care, system says

Memorial Healthcare System confirmed that no tax dollars will be used to fund uncompensated care across its network. Instead, those services will continue to be fully supported through the system's operating income, according to the district.

Shane Strum, president and CEO of Memorial Healthcare System, said the organization's financial performance allows it to invest in facility expansion and technology without increasing the tax burden on the community. Memorial continues to expand services and access to care across South Florida while maintaining what the system describes as a strong financial position.
